Yes it's a slang. Think about two people having an argument very light-heartedly, nothing serious but constantly arguing over petty/small things, and it's somewhat funny from 3rd person's perspective. People call it 티키타카한다. edit: Now I just noticed, that it sounds similar with '티격태격', also has similar meaning.
